Prof. Kandarpa Das, currently Vice Chancellor of the Girijananda Chowdhury University, Assam did his post-graduation in Russian Language and Literature from the Jawaharlal Nehru University, New Delhi and obtained his Doctorate degree from the Moscow State University, Russia. He also completed a special course in Russian Literature from the Pushkin Institute of Russian Language, Moscow, Russia.

Prof. Das has published several research papers in the field of Russian Studies, Comparative Literature, Cultural Studies and Open and Distance Learning. He has successfully supervised 20 (twenty) scholars for the degree of Doctor of Philosophy under Gauhati University. Also edited and published two books in the field of Open and Distance Learning & Cultural studies. Prof. Das has completed major research projects funded by the UGC and the Department of Science and Technology, Government of India. He has participated in various national and international seminars and conferences, delivered key note addresses, acted as panelist/ resource person, chaired sessions and presented papers across the globe.

Prof. Kandarpa Das served as the third Vice Chancellor of the Krishna Kanta Handiqui State Open University, Assam. Prior to that he had served as Professor & Head, Department of Foreign Languages, Gauhati University and Director of the Institute of Distance and Open Learning, Gauhati University. He also served as Director, IQAC, Secretary, University Classes and Chairman, Town Advisory Committee of the Gauhati University. With a combination of experience and exposure at grass root level in the University system and educational administration at higher level, Prof. Das has earned a reputation among the academic fraternity as a dynamic educational administrator and institution builder.

Prof. Kandarpa Das was also associated with the establishment and expansion of the Community Radio services in India and served as the founder Station Director of the Radio Luit 90.8 FM, the community radio service of Gauhati University during 2011 – 2016. He served as the founder national President of the Community Radio Association of India.

Prof. Das was honoured with important positions at national and state level bodies and has actively participated in policy making and consultations of various national and international levels. In 2024, he attended the BRICS Rectors Forum held in Moscow State University, Moscow and also acted as a member of the Presidium in the inaugural ceremony. During 2016 – 2020, he officiated as a member of the Steering Committee of the “Asian MOOCs”, an initiative of the Asian Association of Open Universities (AAOU).

Prof. Kandarpa Das was awarded the prestigious Fulbright Fellowship in 2015 and visited several higher education institutions in the USA.

In 2018, Prof. Das was invited by the Federation Council of the Russian Federation (Upper house of the Russian Parliament) to act as an International Observer for the elections of the RussianPresident.

In 2020, Prof. Das was conferred with an Award by ROSSOTRUNICHESTVO, Russia for his contribution towards development and strengthening of International Humanitarian Collaboration in the field of Education and Culture and popularization of Russian language abroad.

In 2023, Prof. Das was awarded the prestigious Pushkin Medal by the International Association of Teachers of Russian Language and Literature (MAPRYAL) for his contribution towards advancement and popularization of Russian language and Literature abroad.

In 2024, Prof. Das was conferred the honorary title  Ambassador of Russian Education and Science by the Ministry of Higher Education and Science, Russian Federation for his contribution towards advancement of Russian Education and Science, its value and landmarks among the alumni of the Soviet and Russian Higher Education Institutions as well as humanity at large.
